Competitive sealed Tenders are invited in the prescribed format by the Director, Central Salt & Marine Chemicals Research Institute, Gijubhai Badheka Marg, Bhavnagar-364021 from registered contractors holding valid licenses under Contract Labour (Regulation and Abolition) Act, for providing Ex-servicemen, retired employees of para military forces or properly trained Security personnel, for monitoring movement of men, material & vehicles, surveillance of vital installations of CSMCRI and its Pot Culture House, Guest Houses, Experimental Salt Farm at Kumbharwada,land and infrastructure at GIDC,Chitra, Bhavnagar etc.for an initial period of one year with effect from 1.9.10 as per laid down contractual obligations. Total 12 security points (round the clock) and one Lady Guard (Day Shift).

 The agency should fulfill the following requirements:-

1.                  The agency must have minimum two years experience in providing such services to Govt./Semi Govt. or well-known private organizations and must produce documentary evidence to this effect.

2.                  The agency should have a valid license with Regional Labour Commissioner (Central) to execute contracts of such nature for their on going works. In addition, they should have certificates of registration for EPF, ESI, and Service Tax etc.

3.                  The agency must have a local representative  at Bhavnagar for ensuring satisfactory fulfillment of contractual obligations, at its own cost. 

Director, CSMCRI reserves the right to accept or reject any tender bids without assigning any reasons whatsoever and his decision will be binding on all the parties. Tender documents of contractors not producing proof of possessing above item Nos.1& 2 will be summarily rejected. 

The tenders will be in two bid system. Cover-I shall be superscribed as "Technical Bid" and shall contain the following: 

1. Tender Fee of Rs.500/- (Non refundable)      { Separate Demand Drafts in the name of
2. EMD of Rs.70,000/-                                          Director, CSMCRI, Bhavnagar.}
3. Experience proof.
4. EPF/ESI/Service Tax Registration certificates etc.
5. Registration Certificate with RLC (Central).

Cover-II should be superscribed as "Financial Bid" and should contain only the contractor's quoted rates in the enclosed format. Cover-II will be opened only if the Institute is satisfied with the technical bid (Cover I), which will be opened first.

Sealed Cover I and Cover II may both be placed and submitted in another sealed cover superscribed "Tender for Security Services", and addressed to the Director, Central Salt & Marine Chemicals Research Institute, G.B.Marg, Bhavnagar-364021.

Institute will not be responsible for any postal delays etc.

The contractor shall execute an agreement on a stamp paper of required value for due performance of the contract within a week on award of the contract. He will provide a sum of Rs.4.5 lakhs (Rupees Four Lakhs and Fifty thousand only)as the Security Deposit by way of Bank Guarantee or Fixed Deposit Receipt.

Before submitting the tender, please go through the enclosed terms and conditions on which the work will be awarded and shall be executed by the successful tenderer.

Tender papers along with terms & conditions may be downloaded from the Institute website: www.csmcri.org OR may be collected personally from the Administrative Officer of the Institute on or before 09 Aug 2010 and the duly completed tenders may be submitted in a sealed cover, superscribed "Tender for Security Services", addressed to the Director, Central Salt & Marine Chemicals Research Institute, G.B.Marg, Bhavnagar-364002 upto 1.00 PM on 09 Aug 2010. Technical Bids will be opened on same day at 3.00 PM.

The Financial Bids submitted by the tenderers found eligible after scrutiny of the technical bids, shall be opened at 3.00 PM on 13 Aug 2010.
